One doubt here about the Tiering System, Is Omnipotence the Qualification for Boundless Tier? Or is there any other way to get to Boundless Tier?

I'll set them to the minimum of the old Tier.
For instance; Tier 1 was Athlete / Peak Human / Superhuman / Building. So I will set all Tier 1 characters to Tier 0+, since that is 'Athlete' in the new system.
